The article "Ever more soft law? A dataset to compare binding and non-binding EU law across policy areas and over time (2004–2019)" by Cappellina et al. 2022 is now published in European Union Politics (see publications). We introduce the EfSoLaw dataset and map the development and proportion of soft law in the European Union.
The publication also marks the release of the underlying dataset. The EfSoLaw dataset contains hand-coded information on 8131 EU soft and hard law acts in seven diverse policy fields. It covers variables on the type and context of acts, on their enforcement mechanism and links to other acts. The dataset is openly available for exploitation by other researchers and it will be of interest for those studying the EU legal framework, EU governance and soft law.
